Xbox 360-Crashing on game Menu (this is not the downloadable content freeze issue)

Note that I have never had any issues, have all the DLC and patches downloaded.  The game starts up and goes to the main menu screen.  It goes through all its loading messages and then I can move the...

I've noticed diconnecting the internet as it goes into the meny bypasses it, yet it still has the freezing issue if I don't do this
