I think it's always been that way. You're harder to detect, but not impossible. It's especially noticeable when you're alone, for instance if your squadmates are unconscious or if you're doing a solo round in the arena. I guess Shepard is just as invisible as a cloaked geth hunter, which is to say, not very.

That is how I think of it as well. I can see cloaked geth hunters but my squadmates totally ignore them. So by that logic some enemies can see you cloaked and some can't.
Or maybe it depends on your difficulty level, I sometimes lower difficulty for some missions, if I die to much) and I remember on lower difficulty it is also easier to hide under cloak, so I think there is correlation there.
