Can't move Sims to Garden

I played the PC version years and years ago. It was always like it is now. Lots you can just build on - you could never move sims into the Garden. It's supposed to be a place for your sim to explore their creativity and get exclusive essences that aren't in the Wii version that are required for the 6 exclusive PC sims you can move in. I always thought it was lame that you couldn't move Sims into the Garden.
