I have the identical problem. I think this may be a new bug.
I can't scroll past to any of the essences past the studious ones, so I can't paint rooms with tasty essences.
The exception is that I can paint my own house with tasty essences. It's just other sims' houses where the interface won't scroll to tasty essences.
