Filbert

I've completed the task in my sims kingdom to make Filbert a new home. After this, I'm asked to find Filbert. All the npcs say they can see him but he wasn't in the cut scene and I can't find him on the map. I've searched the entire map for him.

I've tried closing and reloading the game, and visiting other islands to see if it will help but no luck. Is this a glitch?
