This was a problem back on the PC version as well. Seems that when they added more essences they didn't expand the inventory, so once you have a lot of essences the game won't allow you to scroll to the end of the list when you're painting sims' houses. They really should get around to fixing it.
A temporary solution is to get rid of some of your essences so there's enough room to get to the end of the list.
