You may need to level up more. for some reason the game doesn't like giving low rank players the higher tier cars until they earn the rank for them. Just like the one:1. Its a free DLC but you can't play it until you finish the story (rank 21 or higher).
What is the platform you are playing on? Make sure you have dowloaded and installed your DLCs.
If you are playing on a PS4 try the following:
If you become unable to start content you downloaded from PlayStation®Store or become unable to use add-on content, this might fix the problem.
Select [PSNSM] > [Restore Licenses].
