I have an Xbox One controller, and my solution was to upgrade the controller's firmware through the "Xbox Accessories" Windows app. This is described here: https://answers.ea.com/t5/Other-Need-for-Speed-Games/PC-Troubleshooting-for-Wheels-Controllers-Controls/td-p/5230054
The upgrade alone won't fix all the glitches. For example, I still have to unplug my keyboard in order to play with the controller, otherwise it keeps accelerating or braking on its own. It fixed, however, the glitch that makes the controller only be detected when one of its keys are pressed, which I believe it is the same issue reported by the OP.
P.S. I am able to play wirelessly - on bluetooth. Whoever wrote those instructions said the solution only works if you play with the cable connected, but that did not happen to me.
UPDATE: it worked wirelessly only once. Now it only works when connected via cable. Ugh...
The glitches are quite unpredictable. For f**s' sake, EA, fix this.
To people still having this issue, go to setting and then press controls/controller and press "Y" or "Triangle" depending on your keypad, Then set the sensativity settings to the following.
Steering Sensativity: Lowest Possible
Throttle Sensativity: Highest Possible
Brake Sensativity: Highest Possible
Steering Deadzone: Lowest Possible
Throttle Deadzone: Highest Possible
Brake Deadzone: highest Possiible
This fixed my issues with PS4, PS5 controllers on steam using Steams Input.
