best tech for hot pursuit

As a cop I found the ES Field (always) and either the shock ram or EMP. The road blocks and helicopter are worthless! as a racer, the ES Field (again always!) and Shock wave are best, as the stun mines are as easy to avoid as spike strips. This has been my experience (I am level 61 on both sides), but others will say different. It all depends on your driving and attack style. 

As a racer i found useful only Mines and Shockwave.

try this;

cop pursuits 'Out in the open' & 'Loose ends' .. perhaps a couple of others are worth a try though not always as effective.

choose helicopter with road blocks as tech;

Immediately before pressing  'start', launch helicopter/roadblock but don't chase until the last racer passes and then give him 2 seconds before pursuing ..... you may be surprised at how well they work [you may need to try a few times].

I gave it a try, and was impressed! I just dont have luck using them when patroling and starting a pursuit. The racers avoid them to easy. But in the events, as you described, they worked incredibly well. busted two racers right at the start!
