Cannot edit car's paint/wrap? Game says, "Retrieving your custom wraps..."

For the last day, I have not been able to change the paint, let alone download wraps for any of my cars. My game says, "Retrieving your custom wraps..." over the first two Paint & Wrap options. When ...

My nephew had this problem too, my NFS heat wraps and everything was working so i decided to log into his account and it worked for me, i was able to change his wraps and everything, so i decided to change the color of the car and also get a community wrap. Saved both of the wraps and logged off. My nephew logged back into his account which worked for him in the end. I'm not sure if this will work for you guys but i tried and it worked so you guys should try. (Tried only on PC) not sure about Xbox or Ps4.
