I know it's years later but for anyone who finds this, I had this exact same issue and I somehow fixed it. There are a bunch of things you can do and I'm not fully sure which finally fixed it but most are good practice anyway when confronted with problems with old games: Set the disc station as an exception folder in micosoft security settings (only do this with official or trusted software of course!), copy all the disc contents to a new folder on your PC, possibly add that folder as an exception in microsoft security settings as well (this may be optional), set all the executables like EAsetup and preferably vcredist and DXsetup to the suggested windows compatibility settings in the properties popup, this will be windows 7 for most and Vista vor vcredist. Then run EAsetup as administrator. It may be necessary to install the vcredist and dxsetup separately as the freeze may be the program waiting for a subinstaller that doesn't trigger. Not sure if that's necessary if you follow all the other steps. Obviously run the installed program in windows 7 compatibility as well. I loaded mine as a non-steam game so I could play with dualsense through steam input. You can use the launcher.exe for that. Copy it from the folder to desktop if it hasn't created a shortcut automatically.
That's everything I think, I used the boxed code with the regular activation popup and all worked as it used to.
