@GABBAYAY Multiple things you can check here. Try to disable intel HD 4000 or force your GTX 1070 to run the game. On which of your drives is the game located? If it is your seagate harddrive than try to defrag the game files with a program called defraggler (NOTE: Do NOT defrag the game on your SSD). And try to update your windows 10 version to a more recent one.
