Fix the traffic!!!
I guess it is not so much to say here except this: playing any event in night time is a nightmare in the worst way to say because traffic in this game is driven by a unpolished AI!!!

I'm still tweaking it, mainly to try a get a higher spawn rate. No luck so far, but I did notice some improvements when I set it to 2500 minimum (7000 minimum in this video). I also have it set to where traffic gets heavier or lighter during certain times of the day. It's currently at a lighter time in this video.

I'm fine with current traffic behavior as long as it would also apply to the other racers and police cars, which it currently doesn't. But to be honest, once you know the behavior it's pretty easy to evade since it's always the same. I almost know exactly where a car will drive into my lane when taking a fully blind corner. 😉
Oh, and spawning vehicles right in front of my car is just nasty. Doesn't happen often, but when it does it's very annoying.
No physics enabled coding that I've seen any in open-world racing games has ever targeted the AI, just the player. That I know of.

I don't think I've ever seen a racing game, open world or otherwise, where the racers/cop cars drive straight through the traffic cars in front of my eyes. What's happening outside of visual range (e.g. behind me) is a different matter.
That's Physics enabled coding ie traffic that does certain things according to how it's coded. The first radius is the physics enabled radius, the second radius is cars outside of that that are not physics enabled and just drive like normal. Ever wonder why cars just happen to stop right in-front of you, drive right into your racing line, or block you, etc? Yea, that's the reason.
That may take some time to fix (or it may not), because I'm sure Ghost put a lot of code into the traffics behavior.
Edit: I have noticed that buy increasing the first radius, it also increased the time for me to react to the physics enabled vehicles in TDU2. Even at 2500 minimum spawn rate.

There is a radius for cars that are 'Physics Enabled'. 'Physics Enabled' cars will block you, ram, stop in the middle of the road, jump in your racing lines, jump in your lane during casual driving, etc. Physics Enabling causes cars traffic cars to behave differently.
Any cars that are within this radius will act this way within a certain limit. The Physics Enabled radius can only affect a limited amount of cars at a time.
