FPS dropping on a good PC

The game can be launch and operate normally, in to the garage, until hitting the streets of Ventura Bay. Normally the game can be play with 60 FPS, but multiple areas, or during steering over some co...

    @TylerBluGundrson

    Your system will run the game on low or medium, but since it's not greatly above the minimum requirements I cannot guarantee that you won't see any fps drops. 

    As mentioned, clean boot, turning off Origin in-game and making sure the aforementioned ASUS apps are turned off (if applicable) should increase your performance. The rest of your dxdiag looks normal so I don't really have any further suggestions.

Here... but since I can run Rivals in ultra graphic completely smoothly in 60 FPS I don't really think it's either of my PC's equipment's problem... as for the apps, since I turned off everything running in background before gaming I don't think that's the problem as well.

    The FPS drops are happening very very common, and it's drops too much that it has becoming lags. Also forgot to mention that, the terrain usually bugs when driving at high speed as well ( For example, when I reach towards a object ahead it displays almost until I had passed through it), or another thing is roads and the entire scenery disappeared and my car falls down in to no where and tells me I crashed (The same problem happens to almost all of my friends even the ones with high spec PC), is there anyway to fix this problem as well?
