So 387 was a bust as well, no difference. Best performance by far with 388.13. Now I will test using in-game settings and editing profile if there is anything that would resolve the stuttering. I am running the game on Ultra at 1080p with absolutely everything maxed and doing the DB11 mission (intro second mission I think). Will update this thread on the go if I manage to pull something off.
I am running it on i5-3570k, stock speed; GTX 1070, 16GB DDR RAM (dont remember the speed), Windows 10 64bit
When it is not stuttering, the game is running at a solid 80fps, so my specs are totally fine for Ultra.
I also suffer heavy stuttering. The game ruuns at 60fps most of the time at ultra, but the game freezes for a second at times.
I am running a i5-3570, 8gb of ram and a 1060 3gb.
Running windows 10 with fall update and latest Nvidia drivers
I have tried setting the game at lowest settings and the problem persist, and it is even worse than at ultra.
I also have noticed that the CPU usage is constant at 90%, DRM in the game?
Vram is not bottle necking the game. At ultra the game uses about 75% of my Vram.
CPU and GPU temperatures are around 60-65°C after a few hours of playing.

Yeah it's definitely not a overheat problem, I bumped my fans to keep my temperatures lower and the micro-freezes still happen.
I'm playing on a 3570K @ 4.6Ghz with a 980TI at 1450Mhz on 1440p, mix of Ultra and High, FPS normally above 80/100.
The GPU usage is always at 99% (which is expected at this resolution) and it's not the problem, CPU hardly goes above 80% but as I monitor the usage with a history graph I can clearly see a CPU spike every time the micro-freeze happens. It's odd that it's even on the spike it doesn't go at 100%, but it happens.
I'll try a few things and report back here.

I dont have these issues any more (only small lag ticks because heavy rendering, the same happened in Forza Horizon 3 in the city areas), but what you could try is to disable Game Mode for Windows 10 if it is active.
Press WINDOWS Key -> Click on settings (gear symbol) -> Gaming -> Game Mode -> Disable ItThen test if that changes anything. I doubt it does, but I've heard it to be a performance culprit in some games.

All it says for me under the Game Mode menu is that "This PC supports game mode" but nothing I can disable etc.
But I have finally gotten a response from a Ghost representative on the Reddit forums that there is a performance patch in the works so I guess its just to sit back and wait for it to go live. Hopefully that isnt too far away!

So I was looking through their tweets on twitter and they responded to a person that was talking about textures not loading and things and they said that they are working on a patch to improve performance so hopefully that means it will help the stutters and hopefully it will come out soon.

I also have a system running 7700k, 16GB RAM, Installed on and SSD, and 2 overclocked 970's running in SLI. the game will cant get above 20 FPS in Dx 11 with poor card utilization and only runs one card in DX12. Super glad that this hasn't been fixed from the beta.
