The patch improved the game. However the stuttering is still there. Occasionally but it is. In a race game it is even more perceptible.
I really hope it can be fixed. I don't have any problems with any other need for speed game.

@EA_Andy 3 hours in to deluxe release and here are my findings. Game is amazing, the patch seemed to fix the frame drops for 1080 ti in 1440p except in police chases, quite a few frame drops in police chases and in some transitions to cutscenes. Keep up the good work, loving it.

For it's worse since yesterday patch, I got freezes in the city part, in the rest of the map it's the normal stutter
- Got a GTX 1070, core i5 6600 and 16 Gigs of RAM, the game drops to 45 fps at some point and then goes back to 80s and 90s and sometimes 100+ fps it is an issue in the game, the gtx 970 should handle it easily on high and 1070 way too easily on ultra

Here is my DxDiag. The game ran better than before. However, occasionally when racing or driving faster, the FPS count is still 60 and the game stutters. Sometimes it is a lot. I could not fell smoothness like the other need games.
I faced the same issue when i was playing trial versian. The first patch didn't solve this issue. I have 4k monitor, my graphic card is 1080ti, I use SSD. Initially I had a suspicion that my PC isn't powerful enough to run this game in 4k on ultra settings. But on the other hand few weeks ago nvidia released trailer of 4k gameplay with 60 FPS on 1080ti. So I began to doubt that the root cause in my PC. And after that I noticed that at the day time FPS drops quite rarely. But at the night time FPS drops significantly, especially when street lights are turned on. I assume that street lights consume a lot of resources which causes FPS drops and stuttering. I hope that next patch will solve this issue.
i7 6800k 3.4GHz
32GB 3000Mhz quadchannel
GTX1080Ti 11GB
Installed on 500GB SSD
(also tried it on m.2 SSD for even faster read speeds, does not help the issue whatsoever)
CPU and GPU usage around the 60%, have set graphics to mostly high/ultra except for things like Shadows/Environment Detail since I don't really care about those, those are set to Medium
Playing at 1080p, not at 4k
I should be able to play this game (in theory) at high settings 144+FPS at the very LEAST
But I don't even ask that, no, I've forced my monitor to 60Hz so it would only have to play at 60FPS (with Vsync on at least)

I have a Youtube channel and I wanted to do a lets play of this but I've actually just stopped two recordings midway because of how bad it was (it happens with or without recording, and it's recoding using NVENC anyways so there's no strain on my system)
System also heats up to about 55-60 degrees max so it's not like I'm throttling
It's unplayable and I'm severely disappointed. Bought the Deluxe Edition because I want NFS to succeed once again, be the juggernaut it once was. But at this point I'm just not even sure whether I want to keep trying.Update: I've kept an eye on an FPS counter, it's not the actual FPS that drops. It stays solid at 60 FPS currently. (sometimes goes to 61 or 63 but never goes below 60)
Yet the stutter still happens, and I notice it mostly when I drift through corners (iow, when the camera seems to zoom out a bit for effect). Looks like it's a streaming issue, where the game is not able to stream in data fast enough or something. But since I've already installed the game on an M.2 SSD with 3.2GB read speeds, that shouldn't be an issue whatsoever, it has the bandwidth.
