same i used to get same 25 or lower fps but after i alt tab then go back into the game the lowest fps i got was 38, my proof is on page 15
im new here 1st post have been reading all the posts and this is what i find works a bit for me
i have an acer 8930g laptop with vista
to keep full sceen i ctrl -alt -del and select task manager while game is fully loaded
then i right click the game in taskmanager and give it high priority and my game is smoother but not 100% but a hell better
the game is windowed but still full screen

Thank you! This pretty much solves my issues. There's still a slight bit of stutter but it's completely playable now.

putting it to high priority isnt making a difference just ctrl+alt+del then going back in is making the difference.
i know i just tested it by starting the game then ctrl+alt+del, made it higher fps, then i went back out and made it high priority then went back in and made 0 fps difference(i use fraps to show my fps)
some people in this thread have icore 7 cpu @ 4 ghz and still having slow down, so it isnt the cpu. but ctrl+alt+del(or just alt+tab) helps.

Funny I did the same thing over the weekend and mine ran much smoother, made me wonder if this game is more CPU
than GPU based because I have a quad core and 6850s in xfire and without high priority it was unplayable now it runs almost
smooth, but good enought to at least finish races, finally moving up the ladder to 6th.
