Frame Rate Drops in NFS Most Wanted PC

I'm wondering if this is normal... my frame rate drops to the low 20s sometimes evecn 15 in certain scenes but usually stays around 25-35 and in some areas goes up to 60fps

I'm having the same problem when i run the game it starts smoothly and at menu and intoductory video i am getting a steady 60fps but as the game starts my fps drops to 10-11 fps and the game is just unplayable! [MY SPECS] Windows 8 64 bit 4 gb ram Intel core i3 2120 @3.2ghz Nvidia Geforce 8400GS 1gb graphic card
Alt+Tab and Ctrl+Alt+Delete and increasing the priority to high isnt fixing my problem still getting 10-11 fps.:robotsad:
