game no working at all

i bought the game on steam but when i opened it it took around 1hour to start the game ,inside the game it was lagging so much and sometimes the light beams covered the screen i couldnt seee anything so i decided to lower the game graphics but i couldnt even pause it i thought that the game as made like this that i cant pause in the starting atleast i dont start freee roaming so i drove the car and because of the lagging and light effects i crashed and failed atleast 3 times nothing happened so i watched some videos on youtube and as instructed in almost all videos i changed the resolution in profile options and from yesterday its not even opening😬😢
