I've had this exact same problem on PC. It seems that switching to any other car will allow you to damage Shaw and complete the mission. I've had success with the BMW M3 and the Ferrari 488. I've heard the Mercedes A AMG and the Nissan 180x work as well.

I have the same problem on the Xbox. Apparently NONE of the mustangs do dmg.

Was it a day or a night event? Night Event
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play the campaign miss "Got Your Back"
What happens when the bug occurs? Fail mission because I can't deplete cops health. Open world cops at night are the same thing. Their health doesn't deplete when you crash into them. But my health depletes
What do you expect to see? A fix for this bug because I can't progress any further

What happens when the bug occurs? Nothing
What do you expect to see? The police cars taking damage

@seanallen125 Me as well. Can't start the event. If I start, all textures disappear. Trees, other cars, even roads. Road changes to offroad.

Still happening. I bet if this was a loot box related issue to FIFA it would have got fixed as soon as it was discovered.

I had the Need for Speed Heat Trainer Open before playing this event 25 times.
As soon as I closed the Trainer, I retried the event and boom.
Before heading to a garage, I reopened the Trainer and enabled the options I needed.
I hope this helps someone.
