Hot Pursuit???

My question is simply this.  Is this game anything like Hot Pursui?.  I loved the police chases with all the roadblocks, spike strips, etc.  I am a campaign guy, so I could care less about mp.  Also, is there a good sense of speed, very important to me?  Thanks.
