I also have a separate joystick and with the joystick connected I'm able to toggle between keyboard control or joystick control. With the wheel connected the game is not recognizing it.
How can I tell if my Pro Street is 1.1 or 1.0. And how do I know if my controller is a 8 bit or 10 bit?
"separate joystick" - I'm pretty sure that Pro Street will only recognize one controller on a system. In order to use the wheel and pedals, you'll need to disconnect the joystick and/or disable the joystick driver.
"1.1 or 1.0" - Check to see if you can buy a Plymouth Road Runner in the game, if you can, you've got patch 1.1, if not, it's patch 1.0. There are also events added with patch 1.1. There is also a "booster pack", but I don't recall if that was tied to the 1.1 patch.
"8 bit or 10 bit" - The product description for that wheel states it has 16 bit precision on the steering wheel, but I don't know if that is how many bits are output for the direct x steering axis interface. I also don't know if ProStreet can deal with a 16 bit output.

Hmm...
What about Dirt 3, do you think this wheel will work with the wheel? Do you know of any PC racing/driving game that would work with this wheel?
The latest games I don't think my computer can handle. My PC:
GPU: NVIDIA GeForce GT 705, 1GB
CPU: quad core i3-4150 @ 3.50Ghz
RAM: 8GB

I'm not sure which games will work. If you have Shift 2 Unleashed or Undercover, you could try one of those. Note that drift mode in Shift 2 Unleashed doesn't work well with analog controllers, and some of the drift events required a digital gamepad controller or maybe keyboard to complete. Shift 1 doesn't have this issue with analog controllers, but I don't know if it can run on Windows 7 without having to change settings to allow a dvd verification driver (like safedisc or securerom) to be installed.
You could try Grand Prix Legends, which should work with any wheel, but that is one of the most difficult racing games made. You don't get a good sense of speed from the graphics, so you need to memorize the tracks really well, and the cars are difficult to control.
