@Straatford87 You guys and the developers need to fix this bug. It's nothing to do with internet connections. It's something to do with my Xbox Live account. When I use my brothers Xbox Live account he has Community Wraps but, I don't have it on my Xbox Live account. If this might help, I downloaded this Need for Speed update patch Under the Hood #4 while using the same xbox live account logged on to my Xbox 360 console. This happened when I was logged on with the same Xbox Live account on both devices my Xbox One and Xbox 360, at the same time. Then, I logged off my Xbox 360 account on my Xbox 360 console in the middle of the Xbox One Need for Speed update. You guys should test this out and see if this might mess up update patches. This might of messed up the Need for Speed update patch. If that does mess up patch updates please tell the developers to fix this please. It's annoying because there is Xbox One achievements for sharing your wraps and downloading Community Wraps but, I can't get the achievements because I'm missing Community Wraps. As you can see in the first photo I sent, there is no Community Wraps tab, there is only two tabs not three. The second photo it says Share Disabled. It's sad because it's not like a complete game because I'm missing Community Wraps. I really enjoy this game. Please fix this bug. Thank you.

Make sure that you set the below settings to Anything and Everybody:
