Sounds like what I ran into but I got a 0003080F error.
TL;DR: Nothing on player's end is causing this. EA has an issue with their servers so NFS Heat is unplayable until they fix their end. I've included the transcript below.
WARNING: I pushed trying to play solo anyway and currently my inventory is wiped out. Don't know if this is fixable but I might have lost everything. If you can't connect to online play, don't try to push Solo like I did.

Started with playing offline I couldn't buy a new car from the dealership. Have 3/6 slots empty in my garage. Tried rebooting the whole system, saving progress in the garage between each race. Now trying to play online I can't connect to the server. Got error code 0003080F and instructions to contact EA support

@TwittyliCrop Nothing really. It's broken, they don't know how long it'll be. I don't think there's a lot of information being given to the chat agents because they're repeating a lot of the same things and not giving out useful information. That twitter feed is dead since 2021. Nothing's updating there.

EA Agent(10/2/2022, 2:39:38 PM): And am happy to tell you that you’ve nothing to worry about, looks like a few other players have reported this issue as well, however, the good news here is that the studio is already aware of it and is already working on a fix.

Yeah pretty much I have been waiting all day to play online and still cant.
