Turns out enabling SAM in adrenaline software was causing my issue. Which sucks because its supposed to provided a boost in performance with AMD CPU & GPU. I even posted the bug about it numerous times & AMD still hasnt fixed it. SAM actually has been degrading my performance instead of improving it.
