The error 5003 is still ongoing as of today Sept 27, 2017. Google Play has been advised of this error and that EA has not resolved it. Google Play TOS states for developers that developers must keep all support requests met and apps fully working at all times just to be developer/merchant on the Google Play Store. I am well aware of this after 3 phone conversations with Google Play support.
