I have the same problem. I bought it on psn store played the game through. I have also the platinum car pack. So I should also have access but there is nothing I can do to install that deluxe patch so I can play new content. I did pay for this so I whould like to get an answer over this. Apparently the deluxe edition isn't installed I guess. Because otherwise we should access this thing
- Yes, it says that the deluxe upgrade is purchased. But it also says that I need to install the deluxe upgrade...

- If you don't have the deluxe edition of NFS payback but only have the standard edition you will have to buy it other eise deluxe edition owners get it for free
- I can confirm that the PS store is charging for the speedcross update.
I have also bought the deluxe edition and when I wanted to download the speedcross update, the price remained visible until the final step of purchase, I didn’t download it because I don’t want to pay for something I have already paid for ( with the purchase of the deluxe edition )
Please EA fix this as it is clearly a problem for a lot of people who bought the deluxe edition.
