My question is completly irrelevant to yours but could you tell if the patch 1.1 is official and if yes where did you find it?

Patch 1.1 is an official patch. I don't know where to find it these days, other than a web search should find a proper update. I think the name is dlcpatchrelease_iso.exe. I don't know how or if there's a way to fix the 30 fps fixed frame rate.
With patch 1.1, if you use a joystick or steering wheel that only has 8 bit steering axis, the steering will end up reduced to 25% range, making the game unplayable. If you use a Logitech type steering wheel which has 10 bit steering axis, it won't have a problem. This issue doesn't affect gamepads or keyboard steering. Patch 1.1 also disables the unlockallthings code, which enables stage 4 parts. You'll have to win these by random chance from redoing career events.
