    the same thing happened to me i had to buy outside of origin and like you didnt get the cop pack so i called EA and managed to get it.

    you might want to try that

The only way of knowing whether you have it or not is to check online as a cop and see whether the GT-R appears in the list.

In my case I bought it retail, also pre-order though, and my game key simultaneously acivated the content but I can't see it when I'm playing single player, only when I'm AllDriving in a public game with Origin in online mode as well.
