I have done all 60 assignments on Cop side. I have all but the three cop cars. My Henneesey has all level 4 pursuit tech at hand when needed. I am level 61. In the "All Drive/ Driver details screen it shows about half way down under the heading Pursuit Tech Upgrades unlocked "1/69" Is this an error to be corrected or I am missing something that I have yet to fo to complete the other 68 and have this read 69/69?
I am thinking it maybe the online play as I have modified other cars thinking that and it is still the same. I will do some online play and see what happens. It would be nice if there were a manual of some kind that told you these things more thoroughly rather than just a general gameplay.

Well, it would appear as though the "latter" was correct. You need to upgrade every car with every pursuit tech to the max. I went through $1.9 million and only did 2 cars. Mind you they were the high end ones, as you get further down you have fewer upgrades, no helo's no level 4 upgrades etc. That being said it will be costly to get them all done for sure.

Yes, it refers to cars as fully upgraded which mean maximum upgrades for the car and all pursuit tech on the highest level.
If it matters and you are staying with the game, go to the Playstation store and buy the "time saver" pack. Its $10, but it fully upgrades all cars both cop and racer for you, and costs you NO speed points. I found it to be well worth the money, because when you purchase a new car it is automatically FULLY upgraded for you. Same for cop cars, automatically gives you ALL pursuit teck!
No, you can also do level 1 persuit techs on the first cars (Mercedes-Benz C 63 Black Series). But!
You gotta buy the persuit techs in the normal AND ENF car from the same type.
UC (Undercover) isn't necessary as I unlocked the trophy after the ENF Mercedes Benz C 63 Black Series {ENF}
You have to Upgrade the Pursuit tech level wise, there are Four levels of Pursuit tech you can install the better the car the more Pursuit tech levels there are. Once you do that then you'll get it. Each car has a Max level Pursuit tech level you have to max level and then you'll get it
