How do we solve this problem?

    Problem is solved.

    The problem is solved when TeamViewer is closed.

my system:

OS: 64-bit Windows 8.1

Processor: Amd Fx6300

Memory: 8GB RAM

Graphics Card: Amd Rx460

Hard Drive: 95 GB free space

Graphics card driver updated and system updated.

Your specs look good. It is possible you have some software running that is causing the issue, try a clean boot before starting the game and let us know if that helps.
