NFS HEAT AllDrive

So, it is to me that I believe that AllDrive is the FreeRoam part of NFS Heat, but it requires PS plus. So, I was wondering if I could play FreeRoam without PS plus? I really like this game and want to buy it but I'm not sure on this one thing! Thanks in Regards.
