I myself, given up on heat 3 later on in the game, and literally try to get rep to 30 using the day challenges, all the people that like hard cops, please remember, not all players like this! I really didn't like when I need more rep to continue the story, also, this game is rated TEEN, this mean that 13 year old should be able to escape the cops (and let's be honest, I'm sure that there are even younger players then 13 that playing the game).
The only solution that should be is like the last post, that difficulty setting also influence cops, I really don't like grinding on story based games, they story is what is important to me, and going on 5 nights in a row only to get crashed or busted on heat 3 (I never even did one single heat 3 race), I finished the story and never went past 3 since I used challenges and billboards + flamingos to get rep, please, consider younger players and casual players, and make cops difficulty be affected by the setting, instead of just having one setting for both a child that want to play a car game and a 100% completion hardcore player
