I agree, the police after level 2 are waaaay to hard to risk, especially if you are just starting off, how are we supposed to rank up if we can only do 2-3 races a night max? Sure once you get up in the levels and got the better cars its no problem, but as someone who is still in the lower levels, night time is just no that enjoyable.

Believe me, once you level up the police is still a pain in the a*s.
All I did (both in the beginning and later once had a maxed out car) was simply used this sort of a vkitch:
Wether it was level 1 or 5, once I found I couldn't beat cops, I used this ramp to get up. Once they are behind you, you wait until you lose them and shoot for the garage or next race.
BTW, I used this ramp only to escape cops, not rank up. Rank up through races.
