I can't find anything that would indicate that the game is not supported in Iraq. Especially if the DLCs are for sale.
Maybe you have placed the game on "ignore" and it's not showing up on the Steam sale.
You can also try reaching out to Steam support for more information.

I have checked my ignored products section on steam and the game doesn't show up there.
I did contact steam support before starting this discussion and they said that it is the publishers who set the regional restrictions on their games. They also said that they reported this dispcrepancy to the team about the DLCs being available but not the game itself.
I then contacted EA help about it and the person said that it is the developers who ultimately control the regional restrictions, and they said that sometimes this happens due to licensing, legal issues, or business decisions that only affect the base game and not its add-ons, which might explain why the DLCs are available but not the game itself. Finally, they suggested that I state the issue here on EA Forums so the community manager can see it as they or steam support are unable to alter the restrictions themselves and it is outside their control, so here I am.
