I have the same issue and reported it to EA Help through the in game support chat. I’m waiting for a response. There’s was no way to achieve it starting in the middle of the UGR week.
They changed it this week so that both this mission and the do six tiers mission start on Sunday. Now, you can complete both missions by doing four tiers in the driver division and one in each of the other two divisions.
