I'm having the same issue with the NFS Payback shipments it's not working for me either I'm on Xbox One 

I am having the same issue and have been having this issue for the past 3 weeks

This is sad it's pointless to even play the game when you can't access the SHIPMENTS how is it that they are UNAVAILABLE I played the game in full SHIPMENTS AND ALL THEN DELETED THE GAME BUT STILL HAD IT TO DOWNLOAD AGAIN SO I DID AND NOT THE SHIPMENTS ARE UNAVAILABLE AND BEEN UNAVAILABLE FOR WEEKS NOW BUT WORKED FINE THE FIRST TIME I PLAYED IT SOMEBODY NEEDS TO PLEASE DO THERE JOB AND FIX THIS ISSUE PLEASE ASAP

I've been contacted three times by different support techs. Sent them the requested screenshots and other non-confidential user and system info.

Let's face it. The game is done and they aren't going to spend any time or resources to fix it.

Nope,I don't think they care because of the newer nfs games that are out. Which is crazy because a lot of people still play payback online.

Damn EA ...
