This sounds like lag (high latency) from your end, or a connection issue on their end. 

If this keeps happening for you then instead try the Private Game option via Menu - All Drive Settings.

Hi tom.thanks for your reply but i haven't playstation plus therefore i cant play online and All drive icon is inactive for me.

Thanks for the update. 

It could have been a glitch in the game that I've seen mentioned before. However, it should not occur frequently. Do let me know if this keeps you from progressing in-game so that I will be able to investigate it further.

Yes.it is not frequently but sometimes it happening.
I should say another bug in game and that is framerate issue and this happen when multiple cops and helicopters want to chase me.I think this game want another update for resolve these problems because these problems annoying players in gameplay.

If you experience frequent fps issues then trying using the Rebuild Database option as detailed here:

I think it is very easy.
But i want tell you another bug.
After i restart any events in my ps4 and then start it again,radio sound completely turn off and i cant hear police radio voices.someting like this problem sometimes happen when i am in the back of a racer and my character as police cant varify situation until i turn on my lights.
