Will be our original version upgraded too, all DLC will be discounted or we must pay for the same game twice?
I am little bit confused with this.
This is a specific new edition (Base game + 6 DLCs.)
This will not affect your game and DLCs or your game account.

What a pity...The Ultimate Racer Pack is only available for PC and Xbox (I only use PS platforms) , and the complete edition will contain all previous six complete DLCs (I bought the entire six complete DLC on Sept. 15!).
I assume the Bentley cop cars will not be available in this complete package and I also assume the total cost of this coming complete edition will be cheaper than base game plus 6 complete DLCs.
