When a game publisher (such as EA) decides to permanently shut down online Multiplayer servers of a game, it is usually permanent and is not reversed. (As much as I would like to officially play NFS The Run online again)
There are cases when game publishers silently revive online Multiplayer servers for older games such as EA reviving Skate 3's online servers as you mentioned and Hi-Rez reviving Global Agenda's online servers in 2022. Unfortunately, these cases are an exception and not the norm as online Multiplayer server shut downs for older games are usually final and permanent.
Even if NFS The Run's online Multiplayer servers did get revived, I doubt it will attract a huge playerbase. NFS The Run wasn't exactly one of the more popular NFS games (like NFS Underground 1, NFS Underground 2, NFS Most Wanted 2005, and NFS Carbon) and will likely just see a tiny niche group of people playing it concurrently. (An example of this is the fan-preserved NFS World where the game had a big playerbase on the official EA servers back in 2010 to 2015 but just a tiny playerbase on the fan-perserved servers)
