[PC] Community wraps not showing in game as well as hotrods and such

I've been having some problems with the update stuff in the game. Things as basic as the manual shifter work, but community shared wraps don't show up for me. As well as the hotrods not being in the car list.
I've searched everywhere to find the option for shared wraps but so far I can only use the preset ones. And I should be able to use it, even if there is a rep restriction because I am at level 20? Anyone know a fix?

    Some content isn't enabled yet in the PC version of Need for Speed. This will be arriving shortly.

    Is there a date or some kind of time deadline as to when this will become available? Various forum posts and threads from EA stated this content as to be available from launch
