1.) You can see the max level of a car in e.g. the tuning shop, look at the bar below the car name. Also seen in the car dealer view for example, should also be visible in garage in tuning tab.

2.) Yes and No, if you replay them again and again, the enemy will get a bit better every time. If you give it some time to reset, it will be back to "start level" of the event.
