Abandoned Cars Were A Feature Where You Could Collect And Keep Them.
The Abandoned Cars Were Discontinued In June. But You Can Get The Abandoned Cars (Such As Mazda RX-7 and BMW M3 E30) From In Game Dealerships.

Will cop cars be back or no
no, you cant buy them in dealership enymore but i dont know why, mazda rx7 was my favourite car☹️
I’m pretty sure you can still buy them at the dealerships but I’ll check it out myself and come back

Can i find the e30 offline in dealership?can I unlock it by progressing in the story?
Yes you should be able to buy all of the original abandoned cars such as e30 and rx-7 (the specially wrapped ones excluded since they were always in the game) from the dealerships in game.
Just checked it for you and you can find the E30 in the dealerships. You may need to update your game or connect to EA servers in order to sync up your game. That way you can access the abandoned car(s). Let me know if you have any other questions.
Only those who acquired the abandoned cars during the events have the possibility to buy them, those who started playing after them like me only have access to the 5 abandoned cars in the story mode where you collect the chassis and the 4 parts after winning the first 5 league bosses in chapters 2 and 3.
I'm almost certain that all of the abandoned cars have been added to the dealerships. This change was mentioned in a Under The Hood article in the past. I'll update you once I find it.
