I'm telling you guys, the game isn't broken, there isn't a conspiracy to extract more money out of you later and the cops and damage meter don't need to be adjusted. The game is fine, just as it is, all we really need in the future is some more missions DLC, some more music and some new cars.
Suppose you see a heat level 3 special race (parts reward) at the bottom of the map and you are at the top. You are really going to go race by race by race to get to that special part?
I'll try it your way, but something tells me, at heat level 5, coming out of a race with 6 cops after you, a chopper above you and a Rhino message every two minutes isnt going to help much.
The reason that it's easier in a race: more confusion for the cops.
Once outside of it, you are on your own.

The system is good for what it is currently. Yes their are a few issues but cops and health bar is so damn not. Not even close. If You are too dumb to go heat 5 with a slow * car than you must be darn stupid. It's called risk and reward. You want to go amd risk than by all means go for it but dont cry when they kill you. The cops are good. And easy late game. What we would want is diversity becauseso far they dont really do much. Helicopter mechanics are not working as intended it just flies and ita right isnt working correctly. The cops are no big deal whatsover. We just need more diversity. The bugs can be fixed with just one patch no big deal. The fact that many are whining over the health bar is absurd. Maybe fix the inconsistent damage issues. Not complain over a stupid health bar. I can have an hour plus pursuit and still murder dozens of freaking cops
- 6 years ago@hunterxx91 This is why i hate Rivals because of the stupid health bar damn it, its not Call of Duty its an arcade racing game where we can have fun with the cops. Back in MW05 it was better with the slowest car even on heat lvl 5 now you get busted on heat lvl 2 or even 3. Its clear this new NFS is Rivals 2 with a lot more customization EA and Ghost failed again.
- 6 years ago@selticus1978 Agreed, although I will say that at least Rivals just reset your SP, rather than actively take it away so you have to grind it back like Heat. However, on launch I found "auxiliary parts" far too reminiscent of racer pursuit tech... Additionally, Rivals had pursuit tech. This arguably worsened the hyper-aggression, but also allowed players to protect themselves somewhat.

Oh yeah, Risk vs Reward where you as a player gamble your time and enjoyment, as opposed to anything in-game. Let's face it, it's just going to be another grind if you get busted, the same way Payback forced you to grind races.
Regardless, there are issues. You yourself admitted that there are consistency issues already, with massively inconsistent damage that makes pursuits a poor experience, I'm certain. But the solution is rather easy, or at least the extreme one is, just get rid of it! It's the direct root of all these problems.
Unfortunately, it's too late for the developers now though (if they'd even bother to hear us out) seeing as they built the whole game around survival and evasion of collisions with cops that are literally programmed to pull up next to you, rubberband to catch you, and ram regardless. Oh, that and random recoil from any collisions you intentionally or inadvertently cause with unit. I guess there's always jumps and those areas that the cops are too stupid to access, maybe we'll just have to exploit their A.I. instead, can't be too difficult?
We're hardly "whining" that would be the insistent requests for track width etc, etc!
We're evaluating a considerable issue that's actually in the game, present, involved and actively threatening SOME players' enjoyment.
