Any upgrades you purchase and install should carry over. If you purchase them but don't install them they will likely be sold with all other uninstalled parts.
It's with noting if you partially upgrade a part (i.e. installing 2 of the 3 components required) then you will likely lose those components. When you own the car, the parts required to upgrade convert to normal.
