Ok, so I think I figured this out. Did every combination with a crew member that I friended, but nothing worked. Then I had the idea for both of us to reboot the game (not the console). We linked back onto the same server and into another crew. First event invite completed together got it. I assume the game didn't fully register our new friendship until after restart. Let me know if it works for you guys.
