From what I understand, you need to be ranked 21 or higher on BOTH factions, as it is a double car deal. You cant be ranked 25 as a cop, but only 15 as a racer and get it. It wasnt even available until I had finished all the speedlists for both sides. crazy fast car, but touchy to controll. cant upgrade the top speed on racer, and it is not a good jump car. The cop version will keep pace with any other racer using their turbo though!

Yes and no, you will have acess to the car on the faction(s) you've reached 21 in level. The car is however not located to the far right as you'd might expect so you probably scrolled past it by mistake. Check the cars again and it should be there.
Nope, it won't show up until its a playable car. At least that is what I have heard from the advisors. Alot of friends haven't seen the car in their garage until they reach rank 22. When they hit rank 22 it showed up and was playable. It seems it appears at different levels for different systems. PS3/4 seems to be rank 22. Xbox usually gets it at rank 21.....usually. A friend who plays on his PC didn't get it until rank 24. but none of us have had it show up until we reach that rank on BOTH factions.
Can this car be upgraded to top speed for racers? It shows top speed (not upgraded) in performance upgrades. If it can be upgraded how do you do it. I have seen people post speeds of 282.80 MPH they must have the top speed upgraded??
