If so, did you have any driver/OS updates recently? If you restart your system with a Clean Boot does that have any effect?

Correct, community wraps were displaying without issue before. There was no update of any kind. I was driving around the city with visible wraps and then completed the day by going into the garage and after the loading screen the wrap was like that as soon as the car appeared in the garage and leaving the garage left the wrap distorted with the visual bug.
Messing around a little more I found out that roof top of the EVO X 08 is off center potentially causing the overall issue perhaps?. When I selected to edit decals for TOP, hood and trunk were normal but to get to roof top I had to drag a vinyl somewhere past/beyond the hood position (dragging down and left or right past the hood, can't remember exactly). Once you blindly find the roof top position, the vinyls do not appear straight like spawning normal vinyls but they appear diagonal to the roof/side ways and rotating has no effect, rotating the vinyls make them even more distorted and off center.
