Roaming Racer Cletus missing

Does anybody know where I can find the Roaming Racer Cletus? I've completed all of the other Roaming Racers but I can't find Cletus anywhere on the map. Nevermind, I was able to find him and now he ...

    She normally roams around the main highway in the city, around the outside. In the photo she’s the one on the far right side.

Cletus is never ever on my map, not in the top left or anywhere. I'm on PS4 if that makes a difference

He definitely will be there, not sure how much it makes a difference but have you finished the story?
