The cops pretty much ignore you while in a race, but once the race ends you better get ready to run. 

About the traffic, to me it's horrible, to the point where I don't even want to drive day or night, but especially at night.  Being pretty much forced to drive keyboard in this game, I do don't do very well in avoiding traffic, so for me there's not much fun to be had in this game, outside of day races.
